These are VECTOR / EPS files. These maps can be enlarged without quality loss. Many of the USA maps have - each state - as an individual shape. So each state can be moved, rotated, colored, enlarged to your needs. It is best that you have a program that understands Illustrator EPS files or Illustrator AI files to be able to work with these files.
