Click both the star and the circle and make them active.

While they are active find the "Align Menu" and click the "Horizontal Align Center" button.

Then find the same "Align Menu" and click the "Vertical Align Center" button.

These two buttons will center the circle on top of the star, top to bottom and side to side.
